Can you make Chocolate meringue cookies without corn starch?

Im making Meringue Cookies and i saw a recipe that didn't consist of cornstarch, flour or anything that is a powder for that matter. So i just needed to know was it a requirement to have corn starch or anything before i made the cookies? :)
